Mark Schreiber

Of Counsel

Mark Schreiber helps technology and telecommunications clients in business, litigation, and regulatory matters, drawing on over four decades of legal experience. He regularly handles matters before state and federal courts and regulatory agencies, including the Federal Communications Commission, California Public Utilities Commission, and Nevada Public Utilities Commission.

Much of Mark’s practice focuses on guiding telecommunications providers through regulatory and transactional challenges. His career began during the landmark AT&T divestiture proceedings of the 1980s, and he continues to advise clients on matters involving the Telecommunications Act of 1996, the California Environmental Quality Act, eminent domain disputes, general rate cases, enforcement actions, interconnection disputes, and other administrative and compliance issues. He also counsels clients on intellectual property, internet law, and emerging legal questions involving data privacy and artificial intelligence.

In addition to his regulatory and litigation work, Mark is a trained mediator and arbitrator who has resolved disputes in real estate, contracts, intellectual property, personal injury, and attorney fee matters. He has served on arbitration panels for the State Bar of California, the Bar Association of San Francisco, and the San Mateo County Bar Association, and has acted as a settlement attorney for the San Francisco Superior Court.

Mark has significant law firm leadership experience, serving for 25 years as Chair and Managing Partner of Cooper, White & Cooper LLP, where he oversaw strategic planning, practice development, knowledge management, finance, insurance, and risk management. He later joined Womble Bond Dickinson as Counsel in its Communications, Media, and Technology group before becoming Of Counsel at BRB Law Group.

Representative Experience

  • Guided technology and telecommunications clients through proceedings before the FCC, CPUC, and Nevada PUC, including licensing, enforcement, and interconnection disputes.

  • Represented regulated providers in general rate cases, eminent domain actions, and CEQA compliance matters.

  • Supervised international regulatory compliance projects for technology companies addressing product safety and telecommunications requirements in Canada, Mexico, Asia, South America, and the European Economic Community.

  • Served as outside general counsel for start-ups and established telecommunications firms, advising on corporate, transactional, and operational matters subject to regulatory requirements.

  • Resolved complex disputes as a mediator and arbitrator in real estate, intellectual property, contract, and fee dispute cases, including service on the State Bar of California Fee Arbitration Panel.

  • Counseled clients on emerging legal issues in internet law, data privacy, and artificial intelligence, aligning compliance strategies with evolving regulatory landscapes.

  • Managed a leading San Francisco law firm as Chair and Managing Partner for 25 years, overseeing strategic planning, practice development, and firm risk management.
